I luuurv doing these usually I make the basic fractal in a program called Apophysis: [link]

then fix colours and such in Photoshop or GIMP.

The fractal itself can be made reeeeally simply by just making the program launch of a random batch of fractals or more advanced by actually making your own from scratch I was making a toturial on this once, but I never finished it cos my computor has been having major issues -.- I'm planning to learn Flash so maybe I'll be able to make one in flash then ^^
